In tournaments, or competitive play many people use rain dance which makes thunder a guaranteed hit, and if they use "fly" or "bounce" thunder will hit and for the latter do double damage. Many water pokemon users will most times have rain dance as well as any other type move to give a boost in the special attacks as I have been to many tournaments and thats the name of the game, also what is this "thunderdancing". Its more of a waste to keep thunder wave then slam for the risk of it not fully stopping them is to high.
