Certainly not disagreeing that this might be one of the many unexpected results of the squish, but not sure about some of your numbers. The problem with the Oozing Bag drop currently is a combination of these two things: It can only drop from the highest quality loot pool from certain slime and worm enemies in Classic areas.
Chromie Time is currently the only way for these enemies to be at a high enough level range for this loot pool. Not even vendor trash was dropping. Unsure how to post? I get the first one on 4 hours farming and sell it for 2. Then i continue farm this little guy and in the forth bag i get a second one which I sold it for 1. And then i get again to farm it and it took me 2 hours and finally got it and sell it 1. That makes 5. I have to say that is the best way to get money but u have to be lucky like me!

Simply kill oozes, loot bags, turn off auto loot, see if there's an oozeling inside, and take oozeling out if there is, and sell for 5g each if there isn't. First of all the only reason a person would buy the bag is a chance for the oozling and by taking them out and selling the bag people get something that is not "what is advertised". No one would want to spend 5g on anything else dropped within the bag.

No oozeling of course, but not a bad drop rate on the bags. Today I've been farming for just over two hours, PM to PM, have cleared the place five times and then some and have yet to see an oozing bag.
I mean, one time through with no bag, okay, sure. Two times, wow, that's bad luck. Fifth time through, come on, what's the gag here? I'm not complaining about not having an oozeling yet. I don't expect to find one for a long time, if ever. But I would restrict my search for the Golden Ticket to the wee hours if Wonka bars aren't available any earlier than that. Edit: PM server time.
Sixth complete clear. Very last slime outside of cave dropped an oozing bag. I can't even begin to tell you how surprised I was to see this thing so soon. I need to go buy a lottery ticket. This means all oozes found in those zones will no longer meet the requirements of level to drop the Oozing Bags. This is the place to grind out the oozes.
They are found west of Stonard all the way north to south. The cave in winterspring will spawn 3 Dimensional Oozes every 2 minutes. This is guaranteed.
The Glutinous Oozes found in Unguro are spread apart and have horrible respawn rates about 45 min. The Primal Oozes found in Unguro will split into two mobs near death so I suggest killing slowly and getting 2 lootable corpses over just one.
However, these will also drop Scum Covered Bags which will not count towards the pet. I say this so you do not become discouraged while hunting for Oozing bags. Primal Oozes will drop both but I am unclear as of now whether the level 50 Primal oozes will drop the Oozing bag. Primal's will range between and I can confirm that do indeed drop the Oozing Bag.

I thought to myself 'Ooo, Bag', opened it Then i got my Disgusting Oozeling. First try, first drop, 4th Kill. I love it.
